
Integrated into the new government cycle under the leadership of Daniel Francisco Chapo, President of the Republic, legislative reforms are under way aimed at materializing the aspirations of the Mozambican people. These reforms have the central objective of creating a more investment-friendly environment and promoting more active participation by citizens and national entities throughout the oil industry's value chain.
In addition, the aim of these reforms is to consolidate state gains, ensure concrete benefits for communities, strengthen the duties of the National Petroleum Institute (INP) and strengthen the role of the National Hydrocarbon Company, E.P. (ENH, E.P.).
According to the Chairman of the Board of Directors of the INP, Nazário Bangalane, the complexity and volatility of the oil industry, together with the constant geopolitical and commercial reconfigurations, as well as the growing internal challenges of socio-economic development, make it imperative to adopt measures adjusted to the new reality of the sector. In this sense, the review of the current legal framework is an unavoidable necessity. "The legislation governing the oil sector must in fact evolve to become more attractive, transparent, predictable and stable, in order to meet the demands of the global market and at the same time safeguard the interests of the Mozambican people," said Nazário Bangalane.
Therefore, the legislation to be adopted should also promote an environment favourable to competitiveness, promote the participation of national and foreign investors, ensure fair distribution of benefits, ensure environmental protection in line with the global energy transition agenda, and contribute to inclusive and sustainable socio-economic development.
In this context, Mozambique stands to consolidate its role as a strategic player in the regional and global energy scenario, contributing significantly to the mitigation of the global energy deficit. The ongoing reforms not only promote sustainable development and encourage international economic integration, but also represent a unique opportunity to transform the country's natural resources into prosperity for present and future generations.
