Evaluation takes place within the regulatory competences of the INP and involves a multisectoral government technical team
The National Petroleum Institute (INP) coordinates, within its regulatory powers, the technical evaluation of the proposed Amendment to the Rovuma LNG Project Development Plan, submitted by the partners of Area 4 Offshore from the Rovuma Basin.
The assessment takes place in accordance with the legal and contractual procedures applicable to the oil and gas sector in Mozambique. And, according to Decree-Law No 2/2014 of December 2, the Development Plan must be submitted to the Minister who oversees the oil sector, for further approval by the Government, and clarifications, additional information or corrections may be requested during the analysis process.
According to the Chairman of the Board of Directors of the INP, the duration of the evaluation will depend on the complexity of the proposal, the findings of the technical team and the response of the concessionaires to any requests for clarification or adjustments. However, "with regard to a structuring project for Mozambique, with the potential to contribute to revenue collection, boost the economy, strengthen local content and ensure the allocation of more natural gas to the domestic market, there is an interest in the process running quickly, respecting the legally established procedures," said the INP's PCA.
In order to ensure a coordinated assessment, the Council of Ministers established, by Resolution No 16/2026 of 6 March, the Interministerial Committee for Coordination of the Rovuma LNG Project Development Plan. The Resolution also provides for a multi-sectoral Technical Team, coordinated by the INP, responsible for the analysis of issues such as economic viability, financing, domestic gas, local content, deposit depletion plan and tax issues.
It should be noted that the proposal under consideration corresponds to an Amendment to the Development Plan initially approved by the Council of Ministers through Resolution No 29/2019 of 5 June. The Rovuma LNG Project consists of two natural gas liquefaction modules, with a capacity of 7,6 MTPA each, making up a total production capacity of 15,2 MTPA, from the resources from the Mamba field, located in Area 4 Offshore from the Rovuma Basin.
The Final Investment Decision should be announced at the moment following the approval of the Government's Development Plan Amendment, the technical evaluation step has been completed.
