Nazário Bangalane Defends Zelo and Dedication in Public Service
Maputo | 23-06-2026 | The headquarters building of the National Petroleum Institute (INP) today welcomed a lecture alluding to the celebrations of the International Civil Service Day, marked today 23 June.
The event was chaired by the Chairman of the Board of Directors (PCA) of the INP, Nazário Engineer Bangalane, and served as the stage for a deep reflection on the role of State Officials and Agents (FAE) in Mozambique's development.
During his intervention, the PPA of the INP highlighted the ephemeralism as an opportunity to raise awareness once again, the employees of the need to act with zeal and dedication, in order to serve well and remind them of the commitment they make in their daily lives, at the service of citizens. As regulatory authority of a crucial sector for the national economy, the INP reaffirmed its alignment with the new Public Administration Reform and Development Strategy (ERDAP 2026-2035).
Guided by Miguel de Araújo Tavete, senior board of the Ministry of State Administration and Civil Service (MAEFP), the lecture highlighted that the transformation of public institutions involves the construction of a state apparatus that is more efficient, transparent and close to citizens. At the time, it was also stressed that the recent creation of the School of Governance (EGov) represents an important milestone for strengthening the continuous training of public servants and for promoting a more innovative, ethical and results-oriented public leadership.
In addressing the challenges of the development of Public Administration, Tavete acknowledged the progress made by Mozambique in the process of modernising the public sector, but warned of the persistence of barriers that still need to be overcome. Among the main challenges, highlighted the need to accelerate digital transformation, strengthen professionalization and ethics in the public service, as well as consolidate a culture oriented to results, integrity and reduction of excessive bureaucracy. He also stressed the importance of ensuring equal opportunities, promoting gender equality and strengthening participatory governance, with greater involvement of civil society and the private sector.
Established officially by the United Nations Organization in 2011, the International Civil Service Day aims to recognize the importance of the public sector in global development, encourage administrative modernization efforts and enhance the contribution of public servants to the welfare of populations. For the year 2026, the celebrations take place under the international motto: "Transform Public Institutions: Promoting Innovation, Participation and Inclusion".
The event ended with the call for the continuous dedication of all INP professionals to continue to be a model of excellence, transparency and innovation in Mozambican Public Administration.
